
The Valky City Council published information about support for IDPs with reference to the Ministry of Social Policy. Within its competence, it also addresses the issue of supporting families of internally displaced persons with different financial and property status to provide them with individual housing.
According to the Valky City Council, in order to create conditions for solving the problems of Ukrainian citizens who have moved since February 24, 2022, from the territory of Ukraine temporarily occupied by the Russian Federation, as well as administrative-territorial units where hostilities are taking place, in accordance with the Procedure for providing assistance for accommodation to internally displaced persons, approved by the Resolution of the Cabinet of Ministers of Ukraine dated March 20, 2022, No. 332 (as amended), accommodation assistance has been introduced. Such assistance has been provided since March 2022 to each internally displaced person whose information is included in the Unified Information Database of Internally Displaced Persons and who has submitted a corresponding application, in the following amounts: for persons with disabilities and children – UAH 3,000; for other persons – UAH 2,000.
Also, in order to promote the integration of internally displaced persons into territorial communities who have lost their homes as a result of their destruction or as a result of forced displacement from occupied territories or zones of active hostilities, a new support tool was introduced on January 29, 2025 – a subsidy for the payment of the cost or part of the cost of renting (leasing) residential premises, the amount of which will depend on the number of people in the household that rents housing; income and property status of the household and its ability to pay rent on its own. The lower the income, the higher the percentage of rent that the subsidy will cover.
Starting in January 2025, the Ministry of Social Policy accompanies, and the Pension Fund of Ukraine implements a mechanism for compensating persons who temporarily accommodate internally displaced persons in their residential premises for expenses related to the free temporary accommodation (stay) of internally displaced persons, and paying such persons appropriate compensation funds from the state budget, as well as funds from other sources not prohibited by law (negotiations are currently underway with the UNHCR to continue cooperation in this area of their funding).
It is planned to introduce a mechanism for providing compensation for consumed utilities during the accommodation of internally displaced persons in institutions, buildings, facilities of all forms of ownership. A draft of a new procedure is currently being developed, in connection with the transfer of the function of accompanying the relevant instrument from the Ministry of Reintegration to the Ministry of Social Policy.
